Under the direction of the Library Board of Victoria, the Executive manages the Library and its collections, services, programs and responsibilities.

Vicki McDonald AM FALIA, Chief Executive Officer

Vicki McDonald joined State Library Victoria as Chief Executive Officer in September 2026. Vicki is a respected executive leader across the library sector, spanning state and local government and tertiary education.

Vicki spent 10 years as State Librarian and Chief Executive Officer of the State Library of Queensland. Under her leadership, the State Library of Queensland earned international and national recognition for its strong strategic direction, innovative service delivery and patron-centric focus.

Prior to this, Vicki was Executive Director, Library and Information Services at the State Library of New South Wales, managing the library’s internationally significant collections. She is an active and highly respected leader within the library and information profession, and has served as President of the International Federation of Library Associations and Institutions (IFLA) and President of the Australian Library and Information Association (ALIA).

A passionate library advocate, Vicki was awarded a Member (AM) in the General Division of the Order of Australia in 2020 for her significant service to librarianship and professional associations.

The CEO is responsible for:

ensuring the implementation of the Board's directions
sound corporate governance
managing the State Collection and the Library's operations.

The Library's directors report to her.

Valerio Veo, Interim Chief Digital Officer

Valerio has more than 20 years' experience leading digital teams across Australian media, sport and entertainment, including the ABC, SBS, Nine, Network Ten, the AFL, ESPN and The Walt Disney Company. As Interim Chief Digital Officer, he is shaping the Library's digital future so that every Victorian can find, use and enjoy its collections, programs and spaces, onsite and online.

Valerio's career has been spent inside industries remade by digital technology. A journalist by training, he has spent his working life turning new technology into new ways for audiences to connect with stories. He brings that experience to the cultural sector, where he leads the Library's approach to emerging technology, including research into the ethics, governance and policy of artificial intelligence.

The Chief Digital Officer is responsible for the Library's digital portfolio, including:

technology
innovation and research (SLV LAB)
creative studio.

Kath Brown, Director, People & Partnerships

Kath Brown joined the Library as head of the people team in 2020, and became Director, People & Partnerships in 2023. She has also acted in the role of Chief Operating Officer.

Kath has led an extensive career in human resources, having held leadership roles at Tabcorp, Melbourne's Royal Children's Hospital and Rural Ambulance Victoria. She also co-founded a consulting company focused on human resource management, occupational health and safety, health promotion and injury/illness prevention for clients across Australia and in the United States.

The Director, People & Partnerships is responsible for:

talent acquisition, capability and inclusion, payroll, and volunteers
library sector engagement
philanthropy 
government relations
partnerships
memberships
business development and corporate relationship management.

Roxanne Missingham OAM, Director, Collections and Chief Librarian

Roxanne Missingham has served as Interim Director of Collections since July 2025, and was appointed to the role ongoing in early 2026. She has had an extensive career as a senior librarian in research libraries, including as Director of Reader Services at the National Library of Australia, Assistant Director General Resource Sharing at the National Library of Australia, Commonwealth Parliamentary Librarian, and University Librarian and Chief Scholarly Information Officer at the Australian National University.

Roxanne has served as President of the Australian Library and Information Association, chaired the International Alliance of Research University Librarians Group and sat on the board member of many international library groups. She has researched and published extensively on scholarly communication and research librarianship, and was awarded an Order of Australia for service to libraries.

The Director, Collections is responsible for collection development and management, including:

selection and acquisition
collection description and cataloguing
preservation and conservation.
