Reading and literacy strategic framework

Literacy is an essential skill for all Victorians, and Victoria's State Library and public libraries play a vital role in supporting literacy development at every life stage.

However, Victoria's literacy levels are lower than they should be. As a robust network of libraries, we are ideally positioned to be an agent of change and make a positive impact on the literacy of all Victorians, complementing the work of families, communities, kindergartens, schools and adult education providers.

Reading and literacy for all: A strategic framework for Victorian public libraries describes the unique role public libraries play in supporting and promoting reading for pleasure and addressing Victoria's low literacy levels, with the aim of establishing reading and literacy for all – regardless of age or demographic.

Jointly developed by State Library Victoria and Victoria's network of 47 municipal library services and regional library corporations, the Reading and literacy for all: Industry report provides an overview of current library programs, identifies guiding principles and shared priorities for action, and establishes a robust approach to evaluating the impact of public libraries on Victorians' reading and literacy levels.

The supporting Reading and literacy for all: Adult literacy program recommendations offers recommendations on future directions for Victoria's public libraries in contributing to and raising adult literacy levels in the community. Reading and literacy for all: Adult literacy – Victorian public libraries in action invites public libraries to consider the roles they can play in supporting adults with low-level literacy.

The supporting Reading and literacy for all: Early years literacy program recommendations provides recommendations and guidance on statewide early years literacy for Victoria's public libraries, along with quality indicators and a checklist for early years literacy programs.
