State Library Victoria appoints Director, Collections and Chief Librarian

State Library Victoria has announced the appointment of Roxanne Missingham OAM as Director, Collections and Chief Librarian.
The incorporation of the title Chief Librarian reflects the Library’s strong commitment to professional librarian leadership at the Executive level, and recognises the depth of expertise, standing, and strategic capability Roxanne brings to this role.
Roxanne’s appointment follows a comprehensive and competitive global search, with the role advertised both nationally and internationally.
Roxanne has served as Interim Director of Collections since joining the Library in July 2025. During this time, she has demonstrated outstanding leadership, strategic insight and deep professional knowledge, making a significant contribution as a member of the Executive team.
Prior to joining the Library, Roxanne was University Librarian (Chief Scholarly Information Officer) at the Australian National University, where she led large multidisciplinary teams, developed national discovery infrastructure and delivered innovative digital services used by millions. She has an exceptional track record in modernising collections, leading major digitisation initiatives and expanding public access to scholarly and cultural resources.
A Fellow of the Australian Library and Information Association (ALIA) and a recipient of the Order of Australia, Roxanne is recognised nationally and internationally for her leadership in library transformation, metadata strategy, digitisation and sector collaboration. She is one of Australia’s most respected library leaders and a passionate advocate for strengthening access to collections and knowledge through collaboration.
Roxanne’s scholarly contribution is extensive, with more than 200 book chapters, journal articles, conference papers and presentations. She has also held numerous senior professional leadership roles, including with International Federation of Library Associations and Institutions (IFLA) and ALIA, and currently serves as Chair of the Expert Reference Group for Library and Information Studies at Charles Sturt University and Convenor of the Universities Australia Copyright Group.
Roxanne is a highly collaborative, energetic and generous leader, bringing enthusiasm and extensive expertise to this important executive role at State Library Victoria.
