Anne-Marie Schwirtlich welcomes the audience to the seminar. Minister John Thwaites delivers the keynote address. He discusses the threat to Australia as he views it and Victoria's record on addressing climate. He gives his perspective on states in federal systems leading the way as hubs of innovation and flexible response. He looks at how Victoria is plugging into regional and international efforts. He examines public-private partnerships, and the key steps forward as he sees them.

The Honourable John Thwaites is Deputy Premier of Victoria, and Minister for Water, Environment & Climate Change. He has been a member of the Victorian Parliament since 1992.
